24P - no external video

I edited a 35mm film using a dual 1-gig and FCP 3 with CT a few months ago.
Now i have upgraded to FCP 4.5 (same machine) and I am editing another film.
However, i have found that with the upgrade comes the loss of my ability to play 24 frame material out to my NTSC monitor. I have checked all my settings and tried Refreshing AV Devices. I have even tried other (faster) systems (although I don;t see why processor speed should be a factor since I already had this capability).
This definately has the feel of a bug.
I'd love to have this feature back. Seems like a big deal to me.

Are you talking about 24.0 fps material or 23.976?
