SMUDGED Video

I just got these clips and apparently somebody doctored them in PS cs4. There seems to be some type of smudge or bad cloning going on.

IT KINDA LOOKS LIKE THEY WERE TRYING TO CLEAN OFF MARKS ON THE PAVEMENT.

Is there some way of cleaning this up? SAMPLE CLIP HERE
