The drop frame / non drop frame issue just means timings will be different in color. I don't think it effects the color process though.
As for the de-interlace - remember Color comes from a "for film" background, so if you included video in your project, you'd probably want it progressive. However, the in-build deinterlacing in Color is poor, hence I wrote some very nice smart and adaptive deinterlacers for it to use in the ColorFX room.
