cannot reset preferences from Pal to ntsc

My friend called me in to help author a DVD. She had taken a tutorial which had her change preferences to PAL. I saw the PAL box cjecked after I noticed it was encoding as I imported assets. I changed it to Ntsc but it still encoded PAL. I changed from background encode to encode on build (she has a G5) . Why didn't the encode preferences changed when i checked NTSC box the first time?
