"Writing effect"?

I've seen alot of promos and bumpers where a sentence or word is written on the foregroud of an image or video but without the pen being visible.

Is this something that is done using motion or other software?

With Motion you can create a "Type On" effect, or you can use certain LiveFonts that write on. You have more control for this type of effect with After Effects.
