Still can't Blur

I can't locate the tips somebody left for me. I got handed a different project and was side tracked from the project I was trying to blur a person's face in. Now I'm back on that project trying to figure out how to blur a person's face and their license plate on their car.

Can somebody tell me a quick and easy way (if there is one) to use my existing Motion program to accomplish this, without having to buy any extra plug ins?

Right now I am highlighting a clip on my time line, then going to FILE and IMPORT, then selecting MOTION and I'm getting back an error message that says "!FILE ERROR: 132 Files Recognized, 0 Access denied, 1919 unkown."
